Governor Newsom Appoints New State Chief Project Officer

November 4, 2021 — Governor Gavin Newsom has appointed veteran government IT leader Chinyere ‘Chi’ Emodi as State Chief Project Officer and Deputy Director for the Office of Statewide Project Delivery at the California Department of Technology.

During her 24 years of state service, Emodi managed several complex mission-critical services and implemented large-business transformation projects. Her experience includes IT strategic planning, enterprise architecture management, information security, and interfacing departmental legacy systems. She spent much of her career in critical IT oversight positions where she provided executive leadership and direction for some of the state’s largest, most complex, and most sensitive IT projects.

Since 2021, Emodi has demonstrated her leadership skills at the Los Rios Community College District as its Director of Application Services. There, she was responsible for strategic planning, policy implementation, operations, and management of the Los Rios enterprise application.

Prior to Los Rios, she served in senior-level positions within FI$Cal as assistant deputy director of its Workforce Development Center, deputy director of the Project Management Division, and chief information officer of its Information Technology Division.

Emodi is no stranger to CDT having spent five years as its principal/data processing manager. She has also worked in the private sector implementing large IT system integration projects.

She earned a BS in Business Administration and an MS in Management Information Systems at California State University, Sacramento and is a Certified Project Management Professional.
