Efficiency Soars as CalCareers/ECOS Takes Flight to the Cloud

May 10, 2024 – California has been making significant changes to its digital infrastructure to improve efficiency, accessibility, and security in government operations. A standout effort in this transformation is the migration of CalCareers/ECOS to the cloud, completed in a remarkably short time. This recent feat, achieved through collaboration between the California Department of Human Resources (CalHR) and the California Department of Technology’s (CDT) Stabilization Service program, marks a departure from traditional infrastructure and promises to propel the system’s future capabilities.

CalCareers is California’s online employment system, facilitating recruitment and hiring for state jobs, while the Examination and Certification Online System (ECOS) manages employee certification and compliance. Both are vital for the State’s human resources and workforce management efforts.

During the pandemic, it became evident that outdated systems faced challenges in scalability, security, and adaptability. Recognizing these limitations, California initiated the move of CalCareers/ECOS from its legacy mainframe environment to the cloud. This transition offered several advantages, including the ability to scale resources as needed, enhanced security measures to mitigate cybersecurity risks, improved accessibility from any location with internet access, and the elimination of on-premises hardware maintenance costs. By reducing capital expenses and optimizing operational costs, this shift allows CalHR to allocate resources more efficiently with projected cost savings of 40-50%.
